Camp Mystic had a documented emergency plan.

State inspectors verified it two days before the flood.

Neither the camp nor an agency reviewed whether it worked.

Over half the camp’s buildings sat in a 100-year floodplain. The site had flooded before in 1932, 1978, and 1984.

The pattern existed long before July 4.

Federal forecasters issued the first flood warning at 1:14 AM. What happened between that warning and the water is still being examined.

Dozens of campers died. Many were between the ages of eight and ten.

A plan on paper isn’t a protective posture. Compliance isn’t continuity.

The gap between what exists and what functions is where outcomes are decided before the event, not during it.

Lawsuits now allege the camp ignored a century of warnings. Courts will determine liability. That’s a different question than preparedness.

Preparedness is decided long before anyone is watching.
